Mr. Link reports directly to the CEO with primary responsibility for pursuing
business opportunities with the Department of Homeland Security. He is also
responsible for the strategic client relationship with SPAWAR, and working with
other members of the senior management team in penetrating other markets and
client bases such as Department of Defense, Department of Justice, the
Intelligence Community, State and Local Governments and the Commercial Sector.
He also contributes to
corporate strategic discussions at senior management and board meetings.
Mr. Link brings over 35 years of experience in law enforcement, counterterrorism,
counterintelligence, and homeland security to Intellicheck Mobilisa.
He retired from federal service as an Assistant Director after a career as a Federal
Special Agent and Executive with the Federal Bureau of Investigation and the Naval
Criminal Investigative Service (NCIS). During his career, he conducted and led investigations
and operations in law enforcement, counter terrorism and counter intelligence, literally
around the globe. His career included duties across the United States as well as
overseas in Europe, the Far East, and the Middle East, including IRAQ.
After the bombing of the USS Cole, and later the events of 9/11, he was assigned
to the Secretary of the Navy’s Anti-Terrorism Task Force, leading the Intelligence
and Situational Awareness Working Group. He was also a member of the implementation
team for the development of the President’s National Strategy for Maritime Security
Mr. Link co-authored several publications to include: “Risk Assessment In The Transportation
Supply Chain: Model For Personnel Security And Risk Management”, “A Human Capital
Strategy In The Federal Government: Managing A Workforce Committed To National Safety
And Security In A Net Centric Environment”, and “Operational Performance And Impact
Assessment For The United States Marshals Service: Increasing Operational Impact
In Support Of Public Safety”.
Mr. Link comes to Intellicheck Mobilisa from the position of Vice President for
Business Development at 21st Century Systems Inc. At 21CSI, his focus was developing
and coordinating business opportunities and teaming relationships for the Department
of Defense and Department of Homeland Security client space. There, he was capture
lead for many opportunities to include The DHS Eagle II contract
Previously, Mr. Link was with Deloitte Consulting, LLP, where he worked in the Federal,
Strategy and Operations Practice. His focus was providing consulting services to
Department of Homeland Security, Department of Justice, and Department of the Navy
clients. He also held a position in Deloitte’s Center for Network Innovation. Noteworthy,
Mr. Link was the Deloitte Program Manager for TSA’s Transportation Worker Identification
Credential (TWIC). A 9/11 Commission initiative, the credential was deployed to
over 1.4 million port workers across the nation after appropriate background security
checks. Mr. Link was also Deloitte’s capture manager for the TSA Secure Flight program,
another 9/11 Commission initiative, now fully deployed for TSA to technologically
manage the security checks on the millions of air passengers who transit through
US airspace.
Mr. Link was instrumental in the deployment of law enforcement information sharing
and fusion center initiatives to include the Law Enforcement Information Exchange
(LInX), the Law Enforcement National Data Exchange (N-DEx), the Navy’s Criminal
Justice Information System (Navy CJIS), and the Navy Multiple Threat Alert Center
(MTAC). Mr. Link holds an active Top Secret/SCI/CSP Security Clearance. He is a
member of the International Association of Chief’s of Police (IACP), the National
Defense Industrial Association (NDIA) and the Armed Forces Communications and Electronics
Association (AFCEA).
